Does all the pistons move a mm. Idk if they are the same at all but on my jetski the rod bearing on the crank went out and that piston was stuck but the other one would barly move. Maybe a bad bearing got put it

it could be hydraulically locked, pull the plugs and try turning it over by hand and if not then use the starter... i would put something over the holes though like a rag or 4 rags to prevent getting fluid everywhere

Start Ripping it apart. There is no real easy way to figure out what is wrong unless you pull it apart. Chances are if a bolt got dropped in or something then trying to bump start it jsut fucked it up more.

but your mechnic KNOWS what he is doing right? He didn't just rebuild a couple ATV's and dirt bikes then think he could tackle a inline 4 motor?
When the motor seized before, what was it, bad rod bearing? Was the crank replaced? What about the rod that seized?
Also when your trying to turn hte motor over, have you put a 1/2" driver on the bolt on the CRANK, and tried turning it with LOTS of force?
When my friends 600rr locked up, the started wouldn't turn it, and I couldn't get it to spin the tire from push starting it..
When I put a 1/2 driver on the crank, with LOTS of force I was able to just barely budge the motor.. Thats when I realized it wasen't a bolt or something broke off wedged in the motor, and was infact, damaged bearing/crank causing WAY to much drag
I wouldn't try hill starting it, if ANYTHING, attempt to turn with a wrench, but that could still end up causing damage..
Did you mechanic POSITIVELY lube everything WELL? WHen I build a motor, I just pour motor oil over every surface..
Another thing to do before ever starting a f4i motor that MIGHT help (prolly too late for your motor now)

This will let you build full oil pressure to all parts of the motor. then took out the clutch and tried spinning it with the 32mm clutch bolt ...still nothing.

my homy sal came over, big dude weighing in @ 350lbs.
he asked if i had a long breaker bar, 4-foot 1/4" thick pole.
with the bike on the 12 bar, put that pipe around a half inch driver, on the clutch lock-nut, once twist, and walla, PISTONS ******* MOVED!
he went for a 2nd spin and broke by outter clutch cause i had vice grips connected to it...which i had an extra one.
read to break it in.
anyway, put everything back together, fired it up, let it warm up to 120, and took it for a spin, i rode it for 100feet, if don't give it gas, it does, and the whole time it runs/sounds like its running on 3 cyclinders.
my guess...i didn't install a new head gasket, so i got that on the way.
any other ideas before i put this bitch back together...again

oh nevermind, well i never head of anyone needing all that leverage to turn a darn motor. All that work done to it and you re-use a head gasket????
