F4i issue

When I pin the throttle, it won't rev to the limiter, it gets half way there maybe. Runs fine from the midrange down, just won't go any farther.

I'll twist the throttle all the way, and it revs up as if I twisted it only half way

Well if your twist grip is turning in its full potential? I would pull your tank off and check where your cable is attached, make sure you are getting full motion, It might be your throttle cable is stretched out. what year is the bike?

Check ur battery connections. My dudes 02 1000 wouldn't rev high either, Pulled the seat off and a corroded/loose ground. Cleaned and tightened it now it runs like a top. My other buddy had the same issue and it was the kill switch. Was loose inside the black box and when he rev-ed high it would vibrate and cut in and out.... Just my hope this helps.

I started it up yesterday, and now it will only rev up a quarter way, then it bogs and tries to die. So it's getting worse

How about just a dead battery? If I leave the key on for more that 2 minutes it goes dead and I have to push start

+15649681651 A bad battery will cause funny issues with bikes. Bad cell or anything in general to do with the battery. Id keep my attention to the battery. Get a new 1 or barrow 1 from a friend (Bike that runs) and try that.

Ive never done that, but was always told that was a bad idea because it sends too much juice into your bike and can fry your ECU among other electrical components

That would work but make sure it is not started..... The truck i mean. Just leave the truck turned OFF hook the cables up start it and see if it will rev up. Just DO NOT have u truck started. LMK how that works out tho.
