Rejetting Carb

I just purchased a kit to rejet my carbs on my F3. I have been told that there is a need for vacuum pressure tester but when I poke around the internet, I dont see that it is needed. All I have found is that you just replace the parts in the carbs.... put it all back together and off you go.... any suggestions?????? Thanks in advance for all advice
