what can i use to get the splash guard out?

 

Dremel tool with a cut off wheel, very easy to do.

 

what about all the Shrapnel that comes with it?? just blow it out???

After you cut it out, with out moving the tank around too much, take a shop vac and vacum out all the ****. Make sure you have the fuel pump out before you start cutting though. Then put the gas lid back on and put some gas in threw the fuel pump opening, shake it around and dump it out. Do that a few times and your good, put the fuel pump back on, done.
