F4i Front Sprocket Question

I'm installing new sprockets on my 03 F4i and am wondering if I'm missing a washer or something on the front because with the bolt all the way tight the sprocket is still loose. The one I took off was the same way, I just figured the previous owner had installed it wrong. I've looked for a while online and from what I can see it appears everything is there. I'm getting pretty frustrated so any help would be greatly appreciated.
