Who makes this clutch levers
and does it cut clutch cable after some time

That is the Moose Ultimate Clutch Lever System (NOT THE MOOSE EZ PULL, that thing is garbage!!!)
And no, as long as you take your time, run the cable right and make sure its tightened in a position that isnt rubbing, your cable will be fine!
