You want to check the easy spots first.
1. Fuel Pump fuse
2. Fuel Pump Relay In
3. Fuel Pump Relay Out
If you get it at the relay on both posts then there is a short between the relay and the pump. Trace that wire.

I don't mean if the fuse is good. Make sure there is power at the fuse. Then make sure there is power at the relay. Then make sure there is power coming out of the relay.
That relay should have four posts. One is the power feed, one is the trigger power, one is ground, and one where the power goes out. There should always be power at the feed. When power is put to the trigger it connects the feed to the outlet. There should be a diagram printed on the relay somwhere that tells which post is which.
