They arent messing around. The sit on freeway overpasses and take pictures then radio ahead. Someone I know got pulled over and he said "I had my seatbelt on." The officer then handed him a picture of him not wearing it. 
As if the money they spent on high speed cameras couldnt have been put to better use.

That's really big down here in Ohio...I suppose it should be up to the individual...I was driving and got stopped for speeding, and my ex was in the passenger seat, didn't have his on until after the sirens went off...yeah, he got hit with a ticket
