everybody blocks websites no one blocks ip adresses:
for example heres youtube:
http://208.117.236.69/
type that in the adress bar and it should probably work
and to make it easier:
http://208.117.236.69/watch?v=PZzSzu5XS1c
My old school as well as many oother places forget to block an IP
