if your wheel is balanced and you put a new tire on with the dot in the right spot you should not have to balance the tire.

You can place the red dot opposite side of the value stem the red dot the heaviest point in the tire. U still need to balance the tire it will be different with every new tire.

shops wont plug a tire for liability reasons, so you can get a brand new one with a hole from the dealer, just put a plug in it and roll, if you can put a plug patch in it.
just use common sence, if the hole is huge, dont go out and do 180mph with the damn thing, but i have never had a problem

i get a new tire for the back once in a while but ive had a few used ones in the last few monthes- i just mounted them by hand and didnt balance them and they were fine- i didnt go over like 150 with them though.i actually put a barely legal used front tire on this fall cause i had just broke my collar bone, was totally broke and there was cords all the way around the one on there!!!
i break the bead with a 3 foot piece of 2by6, i put the end of it on the tire right at the edge of the rim and drive a car up on it.. i just bought a plug kit and a small can of fix a flat for my ride to florida, just to make sure i dont get stranded on the side of I95- at least not from a flat tire
