there maybe a possibility that the fuel pump (computer actually)has to see a complete circuit through the headlight beofre it will energize the fuel pump...........try hooking up a headlight to it (it will prolly accept any recent honda headlight im pretty sure that they all use the same style plugs on the wires) as far as the blinker thing ...........not a clue
the f4i has to have the headlight harness plugged in or it will do weird things and it won't turn over. we had one come into my work and the kid had the headlight harness unplugged and it would have power and all the dummy lights were on and it wouldn't turn over, click or anything

hey i posted your question on the r1-forum to see if anyone could suggest something . so far only 1 reply and he said----
The only reason why your headlight fuse would blow is that there would be a short in the wiring somewhere. As for the fuel pump check the fuse for it. If it is ok then run two seperate wires to the fuel pump and check and see if it starts working. If it works then there is a lost connection somewhere.
I will keep checking to see if anyone else replies...
