Went to the hardware store and got a self closing cabinet hinge for two dollars. Drilled holes and riveted on.Stays flipped up with the spring and I put some velcro on the back just incase. Pictures attached for anyone who wants to make one.

Ya you reach back and push it. Its spring loaded for the self closing cabinet so it goes up real easily. I usually keep it up if I am tearing the streets up but when I'm just riding around in towns where cops like to pull bikes over for everything I keep it in view cuz i know I won't be doing much.
