I know of a couple of states that allow a non-rebuild-able titled frame to be rebuilt and a new frame without numbers is about $1650 on the low end.
I figured I would offer it, but figured you wanted to make the bike street-able.
You can always check with your DMV to see if can be registered, and we can haggle on the price if it works for your application.

I have two 04-05 frames with a Texas Salvage title. Both are damaged, one witha bent down neck from a front collision, but no cracks. Could be repaired. The second has a good dent or crease on the right side, but still looks straight. $500.00 each. They go for more on eBay even with this much damage. Let me know at j.neisen@hotmail.com

Straightening a frame will cost at most $500, so a total for the frame with a title would be $1000 but more trouble than just getting the other damaged frame.
If you are looking for resale value, a clean titled frame will cost more than the salvaged one up front but be worth way more on the back end.
If you are only concerned about riding on the street, just get a frame that works and can be registered.
