Can you explain what this means ? "title could be rebuilt"
How many miles? (approx.) How old are the parts? i.e.
When was the last replacement any of the following:
Oil
Brake Pads
Tires (F/R)
Battery
Chain and or Sprockets
Fork Seals

Looks like you maintained this yourself. I am prepared to add some TLC myself however it would really help me to make a buying decision if you can tell me are their any known chronic or recurring issues. (i.e. rim is bent and tire has a slow leak.) This would not stop me from purchasing it but it would help me to know what i am getting.
