question about chopping stock f4i pipe

Ive chopped the back of a pipe before and welded it on, but I heard that there is no baffle in the front part so you could chop it there and still have the same back pressure as a full pipe. can anybody comfirm this?

no I mean the front part of the can, I heard the baffles are in the back 3/4 and the front 1/4 in hollow.
