Having CoolingFAN Problems Need Help.

My Fan been broken for awhile now, I noticed it was the fuse to the fan that was broken. So I got a new fuse for it but the fan still doesn't turn on.

Can someone tell what I can do to find out whether its the fan thats broken or its wiring or whatever cause its gonna be spring soon and I can't with out a fan. Peace!
