how do i pack a pipe?

Ok i want to make my bike not as loud, so people have said to me to pack the pipe with insulation. so i took off my pipe and i drilled the rivets but it does not come apart. does anyone know how to get my pipe apart before i completly destroy it. of course with no pipe at all the bike sounds bad ***.
