Gsxr 750 cutting out

My 97 gsxr 750 is getting too much air! Bike works fine with the ram air taped up to cut down on the air getting in. What do I need to do to let the bike breath again?

Could it be the good old rust in the tank deal. With the srad coverd it's not sucking enough gas to cut out?
