They said i have to reconstruct it

believe that means you gotta get it inspected by the state troopers there to make sure its all legal they'll give you reconstruction title, then yer good. call the state police or highway patrol whichever ya got :D

noticed your in philly.... heres what you gotta do
1) get a MV-426B from a notary and fill it out
2) get insurance
3) get it inspected according to MV-426B specs
4) send to penndot until the title is sent back as a rebuilt bike

Yeah if it's not street legal right now have fun trying to convert it. I'm lucky my stunt piece has a clean title or I'd be screwed, well, actually I still don't have plates for it cause there's no cops here anyway.

Basicly it's what SlitZ said. You fill out the forms and send them before and after pictures. The pictures have to be real film - no polaroids or digital prints and have to be signed and dated by a licensed PA inspection mechanic.
