01 zx6r at 12 o'clock

when i am at 12 on the bar my bike floods out and dies, is there anyway to fix this problem? do you guys think that if i made a splash guard for the carbs it would help?

You can try to tilt the carbs forward in the boots...

I know my zx9 does that sometimes , It doesnt really do it ifI keep my idle jacked ,its usually at like 3200.
