If youre amp is small a low end sub will be louder, yes. But the sound quality might be ****, like the cv stealths. I replaced my stealths with JL 12W0's. They measured 1 db lower on my 200 watt rms amp but sounded cleaner. I replaced those with Infinity reference 12's. To this day, the ref's are my favorite sub. Same output (db) as the JL's but really noticably better sq.
My next subs were infinity perfect 12's. The ref's sounded exactly the same, no noticable difference in quality below 100 watts. Above 100, the perfects sounded great, and started to get loud too.

What size amps you guys looking for? I have a Rockford that is 4x60 or 2x120 (I think) and a Sony 1000w class d. Also have two 12" Kicker Solobarics (the square ones) that will handle 1000w rms each no problem. The subs are in a sealed box that fits the trunk of a Chrysler LHS perfectly.

back in hs i built a box for this pioneer 10" i bought as a display model for $30 anyway had no idea what the hell i was doing, totally didn't understand the mechanics of it at all but my friend who does that for a living and who hooked it up for me was amazed at how good it was and how it sounded it was sick...i got lucky
