yes, they both should click

and you have to actually hold it to make sure its clicking "enough"
sometimes one will click softer than the other, which can be a clue to the problem

yes the fuel relay i can actually feel click when i hold it...and i don't think the other does at all. sould i switch em around and see if it clicks on the other hook up and if it does then the problem is in the harness and if it dosen't the problem is in that relay right?

i dont know.. the clutch release process should take roughly 3/4 of second

definitely switch them, that will name/eliminate the relay as a suspect
