honestly im thinking typo.. the location says battery park, which is a business district at the very south tip of manhattan. the smallest building there is probably 30+ stories, no one actually lives there. So im thinking the guy works there, as no scammer in nigeria has ever heard of battery park.
Next, the pics look like long island, nassau county to be specific. So that kind of fits in with my theory too. I guess we'll see if i get an email back with a western union link
