Go into the forum where the thread is. At the right side of the page there is a column labeled Replies. Click the number in that column corresponding to the thread.

Yup. I can now operate steam and diesel locomotives. Im not yet legally allowed to pull a train with passengers, or any commercial cars. So that means I can only drive empty trains, which is good enough as far as im concerned.
