you know, a part of me wants to take him back to court and get it raised to what it should be....but then a bigger part of me don't want to deal with him and him *****ing and him wanting to start taking the kids so i leave it as is

Why make it easy on him and harder on you.Yeah he may want to starting taking the kids just to **** you off. but trust me if he is like my ex he'll get tired of if and want his freedom. Your kids deserve more than that. Atleast have him help you with child care and stuff like that.
