I know you have paint.. right?
Heres a way to do it in paint:
Open, Then click on "Image" on the top.
Then click on Attributes, then you can adjust the size.. Then save as~ Wa-la

you can use paint

just open it up in paint

Click on Image... find stretch/skew... click on that.. and change the top 2 percentages to like 60% or so and it should work
