Because in trying to be a stunner pimp they have hit their head on the pavement too many times and eliminated all but two of thier brain cells. This causes the brain cells to spin around in all the free space. Occasionally they collide and create a thought, but there is not enough mass there to answer a question first, or sometimes ask a question after.
