Most places will supply you with a bike. Usually a 250 
tell him to just go get his permit. Then FTP and ride it anywhere and everywhere. He can take the motorcycle safety course and get his license right there on the spot once he passes. And they give you a bike. If I were in GA I'd let him have my roommates bike!
