Irregular idle on 954?

Irregular idle on 954?
So i've set my stock idle at 1500rpm, and the 2nd idle at 4000. But when i drop the clutch or get the bike moving it drops to 2000, then i pull the clutch in and it goes to 3000, and after a couple of secs it rises back to 4000. Is that normal?
