turn signals no work anymore HELP!!

turn signals no work anymore HELP!!
so i got these sinal switches for my bike. plugged to see if they work =.. all the switches worked high beams horn and signals
long story short i didnt mount the on the bar yet so they were hanging i went to spin the bike around on the kick stand and grabbed the clip on which turned the bars and smashed the switch cluster i think it might have pulled the harness a bit im not sure anyway the signals didnt work any more only the highs and lows and horn so I ORDERED A NEW SWITCH CLUSTER IT CAME IN AND STILL THE BIKE GIVES NO SIGNALS!!
what could it be?
the signal relay?

**** the turn signals. you dont need them in hawaii.
the states that require them are:
California(imagine that...)
Georgia(unless bike is pre 1972...40-8-25(b))
Indiana
Kansas(unless pre 1973... subsection (b) of K.S.A. 8-1721)
Louisiana
Maine(unless pre 1974)
Massachusetts
Nevada(unless pre 1973)
New Hampshire(CHAPTER 266 EQUIPMENT OF VEHICLES - 266:42 - Required by law unless manufactured prior to January 1, 1973.)
New Mexico
New York(Required if manufactured in 1985 or after)
Ohio(Required if manufactured in 1968 and after)
Oklahoma(Required on all model year 2005 and later motorcycles, per 47 O.S. Section 12-606. Title47)
Oregon(Required by law (motorcycles manufactured before 1973 are not required to be equipped with turn signals.))
South Dakota
Texas(Required if model year 1960 or newer.)
Vermont
Washington(Required if originally equipped.)
West Virginia

(2) A vehicle specified under this subchapter may be equipped with turn signals.
note that big part there...MAY BE EQUIPPED...not REQUIRED TO BE EQUIPPED. you have them on a technicality.

the fuse wasnt even put back in there! ******* pissed me off! my friend was over helping me with the bike when the insident happend, at first the light cluster was just unplugged when it was pulled but i told him to check the fuses for me anyway while i plug everything back in and he did. damn kid never even put taht **** back in! he jsut capped the fuse box and left it out and told me he was "done"
thats why i rather work on **** by myself i bascially sat and waited for 2 weeks for my new **** to come in, when all i had to do was plug the fuse back in ITS MY DAMN FAULT FOR NOT DOUBLE CHECKING! but i thought he knew what he was doing so i got a extra light cluster if anyone wants it =D
moral of story WORK ON BIKES BY YOURSELF UNLES YOU REALLY NEED HELP!
