06 gsxr600 exhaust system

Im swapping the whole exhaust system and theres a baffle with two cables between the muffle/exhaust what does this baffle do.

are you talking about the set valve? Sounds like it..and it's junk pretty much. You can disable it or remove it completely. Gixxer.com has good illustrations on what to do for it too.
