They can do it in IL if the person says that they will testify in court.
Trust me I found out the hard way.
I got a reckless driving ticket, I finally got it plead down to $100 fine + court costs and 6 months court supervision. Just a good thing its almost winter.

TO THE MAN WHO GOT ARRESTED AND HELD IN THE COUNTY JAIL FOR AWHILE...
UNLESS THAT COP SAW YOU DOING WHAT YOU WERE DOING, THEN HE CAN NOT ARREST YOU!!
IF THE EINSTEIN IN THE CAR HAD WENT TO THE POLICE STATION TO FILE A REPORT MAYBE THEY MAY HAVE BEEN ABLE TO DO SOMETHING.. BUT HERE IN FLORIDA, IF THE COP DID NOT SEE YOU DO IT, THEY CAN NOT ARREST YOU.. (GET GOOD LAWYER!)
IF YOU GET A TICKET FROM A COP WHO WAS TOLD TO STOP YOU BY ANOTHER OFFICER THEN BOTH THE TICKETING OFFICER AND THE ORIGINAL OFFICER WHO OBSERVED YOU WOULD HAVE TO BE AT COURT. IF NOT CASE DISMISSED

about 8-9 of us got tickets a couple months back because of a dork, his phone and camera................well a long story short it got thrown out of court cause the officer did not see the act himself!!! Make them prove it was you doing what someone
