Most do not. like the 49cc ones.

 

if u get a honda they SHOULD have a title , but they get passed around and sold so much i think most people lose track of them .. i have my title

It SHOULD have a title if it was bought from the dealer, but I know some people who build them from scratch and probably don't bother with titles. It's good to have if you plan on using it off-road (you have to have it registered here in CA if you want to use it on public off-road areas), but if you're going to use it on private property, or just race/mess around on privately owned tracks, then you shouldn't have to worry much.

I wouldn't pay more than $500 for a stocker that has no title (jacked or not)
