whats up with my forks/ front wheel?

when i put my front wheel on loose, its nice and straight vertical. when i tighten the axle, the top of the wheel slowly leans to 5 degree angle or so towards the opposite side of the brakes. i can kick the tire straight but after a while of riding, it can get as far as rubbing against the fork seal.

the axle is straight and i have delrin bushings which are fine.

maybe its my eyes but on the right fork leg (opposite side of brakes) the flat part at the very bottom of the leg, looks like it bends in very slightly. could this be the problem? what about my springs themselves? could they be the problem for some reason?

thanks for the help.

happened to me before, you may not see it now... but your fork leg is bent!
get some good aftermarkets or stock up on OE ones coz they bend like butter.
