whats this sticker for

i was lookin at 50's on ebay for a friend and found this 50
*Green sticker good through June 2004*
whats this green sticker it has on it ? does this make it legal to ride em in cali on sidewalks or something ... just wonderin if texas had something like this and what is it

In MI, they are called ORV permits (Off Road Vehicle, or Outdoor Recreational Vehicle, I forget)
