in cali the cut off date was like 2 months ago to start processing paperwork to be street legal, i missed it but a lot of my buddies didn't, they're fully street legal, license plate and all :YEAH

You may be legal but now getting caught doing 50 wheelies can get your driver's license taken away and BIG fines.
