I was thinking the same but after looking at the video carefully the red car was passing another car you can see the shadow and you can see it on the right of the red car just before the bike starts passing. What the car did is accelerate and cut to pass the car in front fastest he could because the road had twisties and had to pass quick. I think the biker should have realised that the car was accelerating and wanted to pass. But still the cars fault for no blinkers or warning he was passing. The car shouldv clued in a speedbike was in the back as well and let him pass first cause it takes less time hehe.
