This kid loops out a wheelie, with no helmet on....

it looked like he was trying to pick up the bike and run for a second there as the cop was walking towards him, but then as the cop got close, realized how ****ed up it was and just gave the bike the "oh **** i'm ****ed" drop.

I don't think he saw the cop. If you watch it again, look at how he start trying to pick up the bike once he sees the cop, only for the front wheel to fall off.
