More new laws

• Convictions for particularly heinous sex offenses committed Monday or thereafter will bring a sentence of life in prison with no chance of parole. Many other sex crimes will merit open-ended sentences up to life, reducing the state's need for costly civil commitment of offenders entitled to release from prison but still considered a public menace.

• Motorists clocked at more than 100 miles per hour will lose their licenses for six months and those who steal gasoline will lose their licenses for 30 days. Vehicle registration and transfer fees rise from $4 to $10.

• As of Monday, it will be a crime in Minnesota to knowingly provide false information to police or to falsely report police misconduct. And interfering with ambulance personnel will bring the same penalties as obstructing police or firefighters.

• "Phishing," the use of false pretense to pilfer identities through the Internet, will be punishable by up to five years in prison and a $10,000 fine. In addition, victims of identity theft will be entitled to a minimum of $1,000 in restitution from the offender and to free copies of court documents needed to repair their credit record.

• The Unborn Child Pain Prevention Act will require women seeking abortion 20 weeks or more into a pregnancy to be told whether anesthetic would ease the fetus' pain and to be offered such treatment.

• Townhouse and condominium associations may no longer prohibit flying the U.S. or state flag outside individual homes, but they may regulate the flag's size, location and illumination.

• All Minnesota law enforcement agencies will be barred from imposing quotas on officers issuing traffic or vehicle inspection citations. The State Patrol already has such a ban.

I think this new law if your caught doing 100 MPH is going to cause more poeple to run.
