secretary of state shutdown

If the secretary of state is shut down and my birthday was saturday I wonder if I would get a ticket since my plates are now expired and I can't renew them at their office?

The answer would of been yes, and you would of had to pay the fines for being late, which you will have to pay anyways, but they fingered it out and just bent us over and raised taxes
