Street Legal Banshee? - Quad / ATV Riders

Is this possible, I've heard that if you rig some turn signals to it you can reg&insure it for the street, I didnt believe it till I saw the RR chick in the UrbanStreet Bike Warriors flick ridin a bansh with a license plate attatched.
