Vacuum Lines blocked off????

I'm replacing the Fast Idle Wax Unit on my F4i and I noticed these 2 vacuum lines that are both cut and blocked off. The bike was sold to me this way, and I can't find what they are in my Clymer book. Can anyone tell me what they are for and what they do?

i dont think so... i think the person who had the bike before you just cut them short so they wouldnt get into the way...

because if you look at the bottom of the air box...the stick like things that they connect to are solid...soo they are already kind of blocked off in a way...you'll see what i mean when you look at the air box....
